It was a proud day in the House recently when legislation creating the ABLE Program in Delaware cleared the House. Rep. Ramone is a prime sponsor of House Bill 60, also known as "Kayla's Bill," which will implement federal legislation enabling the creation of savings accounts with tax advantages similar to 529 college accounts. These accounts are designed to be used by persons with disabilities to save for qualifying disability and education related expenses. It now heads to the Senate for consideration there.

Kayla Kosmalski (in photo) of Bear, along with her parents, has tirelessly been advocating for the creation of ABLE accounts at the federal and state levels. House Bill 60 is named after Kayla, who was visiting Legislative Hall recently as part of Developmental Disabilities Day at the State Capitol. Her bill passed later that same day.
